Ladies and Gentlemen of the Press,
You will recall that on August 9, 2016, seventeen (17) after the presentation of its contribution to the resolution of the political and electoral impasse in which the country was knowingly diving, FOR THE CITIZEN ENGAGEMENT DEMOCRATIC GOVERNANCE AND ELECTORAL reminded the national and international opinion that he considered non-negotiable points when holding the dialogue desired by all stakeholders in the Democratic Republic of Congo.
This was without doubt its commitment to strict compliance with the Constitution, particularly its intangible Articles 73 and 220 bases of the young Congolese democracy, Resolution 2277 (2016) of 30 March 2016 reminding the obligation of holding presidential elections and national legislation in November 2016 and the African Charter on democracy, elections and governance which enshrines the principle of periodicity of elections, alternation in power and participation of citizens in governance.
It is with these principles sacrosanct saints CITIZEN COMMITMENT FOR DEMOCRATIC GOVERNANCE AND ELECTORAL had exercised the option to participate in the dialogue provided that it is effectively inclusive and be held in a climate of easing total across the unconditional release of all persons arrested or detained for political reasons or because of his opinions.
Most unfortunately, while the work of the dialogue were to begin the most critical stage, a component in the single desire to satisfy his gluttonous appetites policy has striven to announce unilaterally the public election and fiscally difficult sequence unachievable in compliance with the constitutional deadlines but the sole purpose of driving all of our people to a collective suicide policy.
This is primarily the holding of local elections allegedly described as electoral arrears under this component and to which is attached a part of civil society in perpetual search of political positioning.
Before this shameless deception, clean the Machiavellian method, members of Citizen Engagement for Democratic Governance and Electoral, determined to defend at all times the interests of the people and faithful to the objectives of our Citizen Movement, stood as a only man to stop cheating and demanded an emergency meeting of the civil Society component after which the electoral sequence constitutionally mandatory under the prescribed provisions of Articles 73 and 220 of the Constitution, heard the presidential and legislative national, must always be a priority item.
Failure to comply with this requirement not negotiable, moreover recovery in clear terms in paragraphs 8, 9 and 10 of resolution 2277 (2016), Citizen Engagement for Democratic Governance and Electoral (ECGED) commits its members present at dialogue to suspend their participation in its foundations not condone cheating boutiquée by the Presidential Majority component and its affiliates.
The Citizen Engagement for Democratic and Electoral Governance reminds the Facilitation and Support Group in the consensual roadmap adopted by all stakeholders in the dialogue, it was stressed the obligation of strict adherence to the Constitution and the Resolution 2277 (2016) before, during discussions and especially during the adoption of resolutions and commitment to take the resulting dialogue.
The Citizen Engagement for Democratic Governance and Electoral calls accordingly Facilitation and Support Group, recalled the Presidential Majority component to feeling good at the risk of bear sole responsibility in the worsening of the crisis said component deliberately imposed on the Congolese people by multiplying acts and maneuvers to postpone the elections in accordance with the entrenched provisions of the Constitution and within the time prescribed.
The Citizen Engagement for Democratic Governance and Electoral calls on its members and the entire Congolese people to remain vigilant and mobilize to respond at the appropriate time, the call that will be launched him if ever the fundamentals of our young democracy came to be abused by a group of individuals eager to maintain at all costs in power.
Commending the work previously felled by its members in the various committees of dialogue, Citizen Engagement for Democratic Governance and Electoral encourages them to remain determined in defending the interests of the Congolese people and safeguarding democratic values in our Constitution and the Republican Pact which our people to pay a heavy tribute.
