This invitation to tender follows the procurement plan on the site of the Regulatory Authority for Public Procurement.
DGRAD has foreseen in the context of the retrocession granted to it by the Public Treasury a quota for its operation and intends to use part of these funds for the acquisition of company vehicles in favor of its executives .
The DGRAD Project and Public Procurement Management Unit is launching an International Competitive Bidding. To this end, it solicits bids in a sealed envelope from eligible candidates who meet the qualifications required to supply vehicles to its services in Kinshasa. The contract is a single lot and may be awarded to a single supplier (legal or natural person) and / or a solidarity group of companies.
The award of the Contract will be conducted by International Open Call for Tenders as defined in Law No. 10/010 of 27 April 2010 on public procurement, to all eligible candidates.

The selection of suppliers will be made on the basis of the following qualification criteria:
The documents certifying that the candidate meets his obligations regarding taxes, social security contributions and contributions
Balance sheet and certified operating accounts for the last three years (2013, 2014 and 2015)
Justify an average turnover equal to at least twice the amount of its offer
Be a licensed and operational motor vehicle dealer for at least five (5) years
Prove that the vehicles offered have an operational after-sales service in Kinshasa
Provide written evidence that the supplies proposed by the applicant are in accordance with the technical specifications specified in this tender dossier. A fifteen percent (15%) margin of preference will be applied to certain supplies manufactured in COMESA Member States to eligible candidates.

Interested candidates can obtain, after payment of a non-refundable amount of 350,000 CDF, by means of a receipt note, complete French tender dossier at the address mentioned above.
Tenders must be submitted to the above address no later than Thursday, 27 July 2017 at 13:00 local time. Delayed offers will not be accepted. Tenders will be opened in the presence of the representatives of the candidates present at the above address on Thursday 27 July 2017 at 13.30 hours local time. Tenders must include a bank offer guarantee of 1% of the bid price. Tenders must remain valid for a period of 90 days from the deadline for submission.
