The first lady of the Democratic Republic of Congo arrived in Goma, Chief town of the province of North Kivu, yesterday, Thursday, August 18, 2016. Always heart with the people, she went there to preside over the inauguration a shelter for people of the third age. On the sidelines of the official opening ceremony, Marie Olive Kabila Lembe adjusted a few words in place of the Congolese population of the entire Republic, in general, those of Beni, in particular. She, at first, expressed his grief, his compassion for the inhabitants of the territory of Beni. Faced with the discontent and despair that rise in the opinion, the wife of President Kabila wants appeasement. She urged each other to stand up, not to give in to fate. The city of Beni since the massacres that occurred on Saturday, August 13, idling. While the country was crying in the national mourning decreed by the central government, there, in that area, civil society had decreed, too, three days dead city. The watchword was, more beautiful, respected, so that things now, continue to run at no chameleon. So Lembe Olive Kabila invited the people to continue to live, to work. This is a way to show that ” we are stronger in Jesus, ” she says.

The meeting took place on 17 August. A wise Rally, Gabriel Kyungu wa Kumwanza, National President of the National Union of Congolese Federalists -Unafec- was seeing Etienne Tshisekedi, UDPS and President of the Committee of Wise Men of the Opposition Genval. For nearly an hour, the two leading figures of the Congolese political scene RD conferred on the burning issues of the day. It should be recalled that Kyungu is also one of the founding fathers of the Union for Democracy and Social Progress. His visit comes in a particular political context. First, it comes after the filing of the complaint of Steve Mbikayi on the massacre of Baluba in Katanga in the nineties. Then governor of the former province of Katanga, Shaba at the time, Kyungu is often pointed to as having played a major role. On the other hand, Etienne Tshisekedi is under fire from some ancient historical founders of the major party of the Opposition in the DRC as Lusanga Ngiele and others. Kyungu Tshisekedi and what deal they concluded? The question remains.

On behalf of the government, Lambert Mende Omalanga dedicating to those he calls himself the ” fetishists dates ”, a quote from the teachings of African wisdom as recalled by the great South African leader Nelson Mandela of happy memory: “If you can not run, walk, if you can not walk, crawl but forward” toward peace, concord without which there is no possible development. He said yesterday in his office in Gombe, on the sidelines of a press briefing focused, as expected, the bulk of current issues. The business of Beni, dialogue, registration of voters, not forgetting, of course, in his line of defense, shipping any other underlying problems and, in the light of developments in theater operations, which deserved a trench government position. Overall, Mende, in his legendary serenity, has evaded any questions. Moreover, it would be wrong to know if anyone thought he would, he miss such an opportunity, to cut the grass under the feet of opponents of President Kabila on concerns related in particular to the end of mandate and respect constitutional deadlines and especially on harsh criticism he is currently credited to some media devices in connection with the escalation of violence and massacres, became cyclical, in the North Kivu and in related areas. Prosperity restores here the full statement of the spokesman of the government of this Thursday, August 18, 2016. There is, of sufficient material. To each, therefore, to find him.

PRESS BRIEFING BY THE MINISTER OF COMMUNICATION AND MEDIA OF 18 AOUT 2016

Ladies and gentlemen of the press,

The Congolese people shocked and devastated by massacres in the outskirts of the town of Beni by a group of terrorists driven out of their dens Mwalika and Naduyi, Saturday, August 13, 2016, just raised the national three-day mourning declared by the government of the Republic on the instructions of the President of the Republic, Head of State. The Government wishes to reiterate its condolences to the families and relatives of the victims and to the entire population of the territory of Beni, a territory suffering martyrdom for too many years because of these criminal gangs from abroad .

The Government pays tribute to the solidarity expressed by different sections of the Congolese population in all the provinces and welcomes the compassion and dignity of the majority of men and women of this country in the event, one more, one too large for the North East of the DRC which has suffered too much from the cruelty of barbarian hordes lawless laws since the mid 90s.

It reaffirms, now more than ever, its firm determination to ramp up our defense and security forces to eradicate definitively terrorist groups responsible for such acts of barbarism that no cause can justify .

It is in this context that the Prime Minister paid a visit to Beni Tuesday after a key meeting of the Supreme Council of Defence convened in Goma by the President of the Republic. The purpose of this visit was certainly mark the solidarity of the whole country to the victims of the terrorist activism in the region, but it was mainly to inspect the system set up under the new modus operandi of criminals, conventional type of action that our valiant defense and security forces have seriously undermined, went to forms called asymmetric aggression that require a response from another type likely to secure any cost that part of the country.

The exploitation of the documents seized in the three strongholds of this criminal group, Meidna, Malwika and Naduyi, captured and destroyed by our FARDC and interrogation of captured items is not yet complete. She has already our services to trace follows the historical pattern.

From a traditional armed opposition to the regime of President Museveni Ugandan expatriate in the Republic of Zaire they were in 1995, ie two years before the destruction of the Second Republic of the late President Mobutu (1997), the ADF-NALU has substantially transformed and became this day a true international terrorist Islamist radical character. This finding emerges from the multinational composition of its fighting units were found not only Ugandan subjects of the first days, but also Somalis, Tanzanians, Kenyans, Rwandans, Ethiopians and Congolese DRC also. This is clearly in recruitment mission in Tanzania that Jamil Mukulu, movement leader was arrested in Tanzania before being extradited to Uganda, his country of origin where it will soon stand trial.

The radicalization process has elements of recruits, according to information gathered, received support Somali Shebab. It was at the instigation of these bands that ADF militia routed by FARDC offensives have converted to asymmetry:

    asymmetry in terms of means of attack through the use of ordinary means such as machetes, axes and clubs available everywhere and can not a priori arouse the suspicion of the defense and security forces in the agricultural zone;
asymmetry tactical and strategic plans, and the choice of targets by surrendering to face the FARDC to attack peaceful populations in isolated hamlets selected based on their distance from the barracks of the defense and security forces or on the go or return to the farms and fields in the hope of breaking solidarity between technostructures of the state and people say that could speed their final neutralization.

Like all other countries in the world victims of international terrorism radicalized Islamist groups, and they are very numerous, the Democratic Republic of Congo, our country is applicant for international solidarity worthy of the name. Effective solidarity, not condescending and likely to increase its operational capacity, which is unfortunately not the case so far.

It is not just that the Congolese government and its defense and security forces are required in this regard practically contort literally to have the military means to deal with this threat and this, despite the support of the MONUSCO is still far from being at the height of a challenge of this magnitude. The lifting of the arms embargo would be a strong signal that would mark the recognition of the international community about the need for the DRC the same status as the other countries that are in the sights of this scourge.

The Government appreciates the value compassion expressed by Pope Francis, who took the opportunity of the Solemnity of the Assumption since the Vatican to denounce the silence of the international community to terrorism repeatedly that continue to endeuiller Beni territory. This symbolic consolation of the Supreme Pontiff goes straight to the heart even if it is not, as one might expect, such as to provide defense and security forces of the DRC the suitable means to finalize their tasks securing the entire national territory.

This is the place for the Government of the Republic to question certain attitudes and habits adopted by some of our compatriots face this real existential challenge and that border on indecency. Indeed, in addition to sterile polemics, these citizens seem to revel in this tragedy that besets our people in Kivu and even attempt to draw a kind of politician dividend. For them, this chronic insecurity in the far north is a banal as another opportunity to settle accounts partisans, bring baseless lawsuit, stigmatize and blame the institutions as well as defense and security forces of our country , making sure the game an enemy, terrorism, against which good sense and humanity call for a holy union.

Faced with multiple murder in cold blood of innocent compatriots in Beni, rather than calling the patriotic uprising and the establishment of a republican front in the framework of national solidarity as happens in other places in such if some members of some civil society and their mentors unpatriotic politicians have seen only the opportunity to throw tooth and nail on national institutions through cynical allegations dictated by their petty interests.

We saw an elected afford to round up the population of Butembo for the drive to Beni to the scene recently committed crimes allegedly there to express their anger like. Local authorities could in no way leave and invade a crime scene in which are usually only allowed the investigators and we may wonder if what motivated initiators of these irrational acts was not to cover their tracks and make difficult the investigation and tracking down current. The authorities’ efforts thus preserving the commission site crimes that we deplore were seriously abused by these uncivil and deplored a new mortally affected victim by a stray bullet after the so-called demonstrator had killed a policeman blows stones. These protesters were also lynched a mentally ill Beni they had taken for an ADF fighter and wounded seven people. Like what, it’s best to let the technostructures state do their job instead of trying to create anarchy of the so-called justice “popular.”

In any event, despite the sabotage of which we soon will know the final word, the defense and security forces continue tracking down terrorists and as we speak, 80 ADF elements have already been captured and are kept in Kangwanyi central prison in Beni. Among them, many Ugandan subjects but also Tanzanians and some Rwandans and Congolese. In Butembo imam was caught in youth recruitment offense for terrorist group and was arrested.

A number of articles read on the media, postings posted on social networks and statements heard in audiovisual waves are symptomatic of this attitude. After the vile massacres of Beni, too we have seen surge of calls for the resignation of the highest authorities of the country treated it is not known on what basis the terrorist perpetrators of these massacres when not downright presented against all rational logic as planners, promoters or sponsors of such massacres. We remember that during the clashes between the security forces and the militia of off-the-law of Chief Mpandi Kamwina Nsapu Friday, August 12, 2016 in the Kasai Central Tshimbulu who killed 19 fellow including 11 policemen the same sources had rushed on stretchers to recovery, brocarder national Police and practically take up the cause for criminals whose benefit they invoked the human rights like other victims including policemen killed these militiamen in fulfilling their mission were not human and had no rights. The words of an activist for human rights in these circumstances testify to this kind of schizophrenia who would want that criminals are praised and the security forces that make use of self-defense are vilified. With a martial tone, this activist denounced and criticized ” the use of force by the disproportionate response by the government rd. Congolese “in his analysis of the events that had resulted in the deaths of eight militiamen and 11 police officers, so we are entitled to wonder which side stood the” disproportion “. No word of compassion to location of 11 police he was rather quick to describe as “executioners’. This looks suspiciously like a remake of about already heard about the Likofi operation.

In some press that does not bother most ethical principles, have been pleased to spread very shocking images contrary to respect for the dead and which we now know they have nothing to do with the events in question and to superimpose the “one” deliberately malicious that will neither in the direction of strengthening national cohesion, nor of the culture of peace in our country.

Other compatriots have fun feeding the psychosis through logorrhée warlike semantics. While the Congolese people cry and bury their dead in Beni and Kananga, a handful of bad visibility politicians found no better than to spread to the four winds inflammatory statements mixing provocations, threats and challenges. Monday, August 15, a Kinshasa tabloid did not hesitate to relay its “a” statement of the head of a platform of the opposition claiming the most seriously that failure to convene the electorate the September 19, he and his friends would demand the resignation and arrest of staff of INEC.

One may wonder if this martial terminology is not involved a deliberate intention of killing the Republic especially when the same statement will tote up to challenge a sovereign decision not to extend a visa in favor of an individual foreign national by the Congolese immigration service or worse to question the prerogatives of the Constitutional Court, flogged for uttering a judgment interpretation of the basic Law or the Head of State to whom he is simply denied the right to take the decision to restore normal diplomatic relations with a neighboring state in accordance with its constitutional prerogatives on the ground that his term comes to an end soon. Such practices are unacceptable when at the same time proclaiming his faith in the advent of a democratic state.

This way of saying one thing and its opposite in fact makes a mockery of the people of this country.

    DIALOGUE: STATE REASON

Today, more than ever, the inclusive national dialogue suggested by the President of the Republic as a place to break with anything that compromises the reliability and the peaceful nature of our election cycles and tainting them of unspeakable violence finally snatch the consent of all Congolese in good faith.

It is clear that there is a conspiracy against the only rational scheme crisis. Chaos followers are busy in recent months to prevent by all possible means the Congolese to resolve their differences through peaceful dialogue therapeutic.

This diabolical project is to let the situation deteriorate until the opposing clans, not having been able to round the angles time, can compete in a bloodbath that political forces unscrupulous dream of picking up power Supreme in the rubble and chaos caused. Considering the huge opposition protests and the majority at the end of last July, one can easily get an idea of the carnage that could occur if the supporters of the two camps came to fight.

In reality, the Congolese who think like the government that killed over for excessive political ambitions of each other is a death too are more than a majority. Mourning for nearly two decades our people throughout nearly all of its components has decided to spare the nation macabre new episodes by subscribing to the inclusive national political dialogue.

It is unfortunate that some actors among the most famous allow themselves to walk backwards, spitting on dialogue said they were the first to present as the only solution to the problem of elections on the horizon.

Many had trouble understanding the coaster an opposition icon, which had hitherto accustomed us to respect its commitments adamant, compared to all the good dialogue that he repeated to anyone who would listen. Since last week, the investigative press has given us scabrous revelations about a pact between the counter natural leader, however, advocate of non-violence and proponents of chaos scheme which most Congolese are turning away.

Nevertheless, we continue to believe that all Congolese who truly love their country will rally to this ideal, to finish and prioritize the best interests of the nation that rhymes with inclusive national political dialogue, especially after the good offices of the international community, civil society, CENCO.

I’ll finish this communication by a quote I would like, on behalf of the Government, to dedicate fetishists dates; a quote from the teachings of African wisdom as recalled by the great South African leader Nelson Mandela of happy memory: “If you can not run, walk, if you can not walk, crawl but forward” toward peace , concord without which there is no possible development.

Deep within themselves, and Daniel Dieudonne Nkishi Mbayo, two countrymen, wrote to the CENI, to denounce the dual nationality case. Certainly, the renunciation of Belgian nationality since 2007, the Old Lion Katanga, Patriarch Mwando, must have been for something, in this, obviously, patriotic. The goal here would be, if we read between the lines, the contents of this letter that The Daily Prosperity, thanks to its ubiquity, has obtained a copy flying on the canvas, in slam the door on the nose of foreigners at this new voter registration, launched from the Nord-Ubangi District in the former Ecuador still want if we are not careful, access to the undue Congolese nationality. In the same correspondence sent to Cornelius Nangaa, both Congolese intellectuals, indicate, moreover, they will seize the King of Belgium and the Commission of the European Union, to request the complete list of all Congolese to whom they would awarded the nationality of a member country. In this edition, it is necessary to read the reasons and especially to identify the contours of this new series with multiple twists. This is an exclusive, at least so far.

Singer-off peers by its fluid and limpid vocal timbre, Therese Kishila Ngoyi alias “FAYA TESS” is one of the few female rd-Congolese voice whose echo has overflowed the national boundaries and even Africa. In the footsteps of legends Jeff Kale, Franco, Tabu Ley, it is one of the true heirs and followers of modern Congolese rumba. At the invitation of Serge Kayembe, the beautiful creature soft-spoken, based in France, has signed a brilliant pass at the 9th edition of the International Festival of the Stars, “FIET” in Kinshasa. After his show, the former diva Afrisa International Group Tabu Ley confided in your newspaper that has drawn him the worm’s nose. Find FAYA TESS called “The Freshwater Mermaid” in columns below:

Why have you chosen to settle permanently in Europe, considered cemetery for artists?
FAYA TESS: Cemetery? Maybe for others! But I’m no artist outside for my country. On the contrary, I always defend the Congo outside because I always wear the identity of the Congolese rumba. Outside, I defend our culture by my way of being, my way of dressing. Before coming to Kinshasa, I gave a great concert “Night of Rumba” in which I, your humble singer, I was accompanied by a Cuban group, in an amphitheater at Lion. It was great. For Congolese rumba was in honor! Internationally, there is so much music, so many communities that exist. If we remain at the country, we will not have our global visibility. So I’m riding between there and here. Therefore, whenever there is an opportunity that presents itself, I do not hesitate to return to my country and then leave for the promotion internationally.

Are there a difference between Faya Tess today and that of 80-90 years?

FT: FAYA TESS, the Fiesta style. FAYA TESS is the product Tabu Ley. I’m just a continuation of that beautiful melody that is our wealth with my way of being. I think so far the songs I’ve played, I’ve only feminized. FAYA TESS belongs to an identity. His touch is the true rumba, since our music is the rumba which everyone tries to reproduce in his own way. It is for us the donor fathers have left the burden of rumba. We are the heirs of this rumba. You know a time when a Congolese went anywhere in the world, so our music Congolese rumba was a reference. Today, we need to work and stay the course.

You took part in the 9th edition of FIET. What is your reading of the Kinshasa public came to your show?

FT: I really felt that there is a real need for my music in the heads of Kinshasa music lovers. Honestly, the public Kinshasa showed me that I miss him a lot and he needs my melodies. Contrary to what you think, what are young people who need my music more than the old. Besides, I thank the public, my fanatics who had made the trip from the GB complex to live and listen to my music live. Not to mention, the Honourable Serge Kayembe, who offered me this opportunity to commune again with everyone.

How is the rest of your career after your successful transition to FIET?

FT: I have a lot of programs. Really a hectic schedule on the scenic and discographic plan. First, I soon get out an album entitled “Special” with 13 tracks. Really, it will be special until the release soon of another album “Black Storm”. I also take part in two major festivals alongside the Cubans, in Lyon in September and in Toulouse in October. So in France! I can also go to Abidjan in the Ivory Coast for a production with the Ivorian singer, Monique Seka.

What are your relations with other Congolese singers?

FT: I maintain very good relations with other singers who are my sisters. In Brussels, I had just been there not long ago with MJ30. Apart from her, I still others who also come from elsewhere. I am with them. In my capacity as Vice-President of Association gathering artists Congolese musicians playing in Europe, I can only mature and better maintain fraternal relations with colleagues, or male and female. Here, when I come often, I always exchange with mom Tshala Muana, “Mamu National” to tell him I’m here. There is a new and young singer “Kata-Lea” I met there recently. Really, it’s great. I really need the support. At the time in the early 2000s, when I returned home to promote my album, there were not really women who were interested in popular music. Today, the trend is being completely changed. Personally, I always support all women who engage in music that is already a tough job for men and 3 times more difficult for women.

Today in music, talking with guest appearances from artists. But you do not feel you in this light especially of you singers. What?

FT: The word or term featuring, for me, that came after. When one is in Europe, when you’re on stage or in many works, this is what we have always done. At my level, I’m here, have to make guest appearances with any artist, but it depends on the commercial policy of our production houses. If asked me to do with my pairs singers, I will. Besides, I said that soon I will go to Abidjan to sing with Monique Seka or my songs or songs. In my albums or music compilations, there are often large participation of the rumba as Danos Canta Niboma, Caen Madoka … So I’m always in favor of this artistic exchange through the featuring.

Browsing through your biography, you realize that Faya Tess was anxious to finish his studies before entering Afrisa. Education or talent: what is essential in the career of an artist?

I think it’s really important for the artist to study because when you become an ambassador of culture, must have general knowledge, that is to say, to know many things. You should know how to defend its product, how to defend his work. And we can not get to do that if we have a good base. For me, artists are the mirror to educate the masses, to educate society. If the artist has no items in his head how can it educate the masses or society? It is my observation! That’s why I wanted to my studies. I went to Europe, I combined all the same. I did not stop me there. So that today I am an ambassador in a large association “Afrique Avenir” for the prevention of Afro-Caribbean population France and supported by the French state.

No offense to some, it has not filed his resignation. To be honest, the option seems to have not even been discussed during his meeting with the International Support Group. As expected in the morning yesterday, Thursday, August 4, 2016, it had an appointment at the headquarters of the African Union in Kinshasa. On leaving the meeting, the economy of the ideas was presented by three emissaries. This is Said Djinnit (UN), Georges Nakseu (OIF), Koen Vervaeke (EU). The essential message? Well, once again, Kodjo receives a ” unwavering ‘support. This panel of experts has reaffirmed its determination to activate, through consultations with the actors of the presidential majority, the opposition and civil society to overcome the current obstacles to the launch of the dialogue work.

Rejected by the Opposition Genval, Edem Kodjo was given, in the eyes of some observers, for resigning. And its development last Thursday with the support group seemed like the perfect opportunity to seal his fate. And, in the process, as the likely replacement, the name of Alpha Omar Konaré, former president of Mali, was quoted. Alas! Kodjo remains in place with the blessing of all the regional, pan-African and also international weighing.

    support

After his disavowal, Kodjo has continued to gain support here and there. First, from the African Union. Where, in a statement, Nkosazana Dlamini-Zuma, President of the AU Commission, has, meanwhile, decided the case, reiterating his full confidence. Then there is the United Nations Mission in Congo -Monusco-. Indeed, during his press conference on Wednesday, August 3, she proclaimed, loudly, his support for dialogue facilitator. The same day, a little later, it is a good ten African ambassadors, gathered in what they called ‘diplomatic corps African group’, which, in turn, following a frank and uncompromising service, supported Kodjo. And the International Support Group for the purpose for which it was constituted, does not mince words. Bluntly, he said support the facilitator to successfully organize an inclusive dialogue in Congo – Kinshasa to resolve peacefully, by consensus, the hard questions. It also suits to note that the European Union, with all my heart hammered continue to place his faith in Edem Kodjo.

    Emergency

” Our physical presence here demonstrates the urgency in order to launch this dialogue … we will have consultations with all stakeholders … ”, says Koen Vervaek, Representative of the European Union for the Great Lakes. From yesterday, the marathon of consultations was launched with the intention to appease the spirits, strengthening civil liberties and all measures must form part of easing tensions, judging these things more yet indispensable. And in this way, he called for the release of political prisoners.

    Kodjo Why?

Far from considering it as a demiurge, to read between the lines of statements made by the international support group facilitation, it appears that they like others, would like to avoid a big constraint. The Limiting maneuvering with respect to time. The dialogue as the framework par excellence, to be held before the mold time-lines and presidential 2016. For, beyond the electoral crisis born of the difficulties of the electoral process which, for some time, gave birth to political tensions, could take disturbing turns. Then, facing the problem of time, a new facilitator has yet to reset the process by taking things in hand, where Kodjo had already gaged the real measure of Congolese political swamp. But what if Tshisekedi and Opposition Genval camped on their position on Kodjo, notwithstanding the involvement of the support group? The question will then know which of those two is ultimately an irreplaceable piece to the Political Dialogue the Congo – Kinshasa. Many already have their answer …

Divergence on the need for political dialogue

As you all know, we started to support the holding of a political dialogue in 2013, following the adoption of resolution 2098 by the UN Security Council.

When instead of convening the political dialogue, the power had convened national consultations, fully organized and controlled by him, we refused to participate and had created, with other political opposition parties, the Coalition for a true Dialogue “CVD”. He had set up two camps. Our, that of those who rejected any dialogue with the government. With this time, all opponents who claimed the dialogue, had joined the anti-dialogues camp!

The camp of those who supported a technical meeting called “tripartite opposition-majority-CENI”. We had been practically alone to claim the dialogue so that, for that reason alone, some had bonded us more qualifiers, the pro-opposition powers, Kabila …

Broad consensus on the desirability of a political dialogue

Over time, all the opponents have come to understand the need for dialogue for several months, we have sensitized the national opinion on the danger facing our country in view of blocking the electoral process. Several international institutions and foreign governments have continued to support the holding of the dialogue. Despite several colleagues were unimpressed. Familiar with our political class, we told all the anti-dialogue colleagues would come to the dialogue despite their refusal, apparently categorical. Today we are pleased that the tripartite opposition-majority-CENI died a natural death. After several pressures and certain international institutions and some foreign powers, all political actors are now for dialogue despite muances on the nature of the dialogue. We trust that they have not become Kabilists, false opponents, opponents of pro-power!

Dialogue 2277 resolution and dialogue convened by the Presidential Order

While congratulating all colleagues for accepting the dialogue, we urge to go straight to the point and stop to continue to raise the stakes regardless of the danger on the horizon. There can be a difference between the 2277 resolution dialogue and dialogue prescription. We do not need any expertise to understand that when the Security Council voted a resolution on a country that is not under supervision, execution requires national implementing measures. These measures are contained in the Presidential Order. The UN and the states have adopted this resolution have repeatedly said the dialogue convened by presidential order and beautiful, well that provided by the resolutions of the UN Security Council. For the love of the homeland, we ask those political actors who knowingly blocking the dialogue by several pretexts to return to reason; to stop artificially create several obstacles; and go pre prerequisites.

The challenge of the Facilitator Kodjo

Long before the convening of the dialogue by the presidential order we demanded that the process of dialogue to be co-facilitated by two Congolese; one appointed by the opposition and the other appointed by the majority. Some of us rejected our proposal on the grounds that the Congolese are not trustworthy! They had argued that s an international facilitator would be neutral and credible. Soon after the nomination of Mr. Kodjo, we denounced the fact for him to give power to one political party to designate authority, the 12 opposition delegates to the preparatory committee. For us it was a bias on the part of a facilitator. The privileged party had supported the facilitator in his positions. Two months later, it is those who demanded an international facilitator who rejects it, asking OAU to appoint another. We believe that after having demanded and obtained the involvement of several international organizations, request the replacement of a foreign facilitator by another foreign discredits the Congolese political class. For this reason, and taking into account the time left to get into the zone of turbulence, New Social and Political Class opposes the recusal of the Facilitator Edem Kodjo not to delay the process. The NCPS reiterates its support to see this PrepCom start work with the political and social forces available even continue to negotiate with those who still linger not. We also believe that the requirement for the release of political prisoners is a concern of the entire opposition. We believe that this issue will be resolved during the Preparatory Committee. We insist that work begins with those who are ready. While it is true that in a country, there are more important people than others, it is also true that in the life of a nation no one is indispensable. Let the interest of the nation below personal interests.

Members of the International Support Group Facilitation Tshisekedi returned home with a long list of political prisoners or detainees whose Rally demands release. They are also left with the prerequisites of the Opposition tshisekediste unresolved. Meanwhile, Etienne Tshisekedi reiterated, once again, his disavowal against Edem Kodjo. The negotiations are continuing.

Nearly a week after the beginning of August, there is still no new timetable for National Dialogue’s work on view. The DRC is still suspended from the intense negotiations that lead for over forty-eight hours, the members of the International Support Group for Dialogue Facilitation to persuade the different parties to sit around a table. Yesterday, Thursday, August 4, a delegation from the support group was received by Limete Etienne Tshisekedi, President of the Rally of Forces Political and Social Change acquired. Before making the move Limete, members of the Support Group, consisting of UN diplomats, African Union, European Union, the OIF, the ICGLR and SADC, will interviewed more than two hours, with the Facilitator Edem Kodjo. It was a question of assessing its action since his appointment in early April by Madam Chairperson of the Commission of the African Union, Nkosazana Zuma. The work was, of course, to identify the causes of blockage and, above all, the objectives of the Dialogue. Such a meeting could not end without being evoked the question Kodjo of the challenge by the opposition pro-Tshisekedi. The Support Group, which is not intended to substitute for the Facilitation, he will manage to change his mind the Rally and all the political forces who reject openly Edem Kodjo, accusing him of bias? The different catches for his continued position expressed by the President of the Commission of the African Union, the African Ambassadors accredited to Kinshasa or MONUSCO are they sufficient to allow Kodjo retain his seat despite the disallowance Opposition? Pending the outcome of what looks like a showdown, one wonders about the consequences that may ensue. If Kodjo was leaving, some politicians fear that his successor designation process takes time. Time, too, for the newcomer to master the essence of the complexity of the political spectrum where Congolese members of the government claim the quota of the Opposition and opponents defend theses of power. Any loss of time will, without fail, have implications for the coming elections. But if there is delay in organizing elections, can be completely attributed to the replacement procedure of a Dialogue Facilitator? Certainly not. INEC, the body empowered to organize elections in the DRC, admit its failure to respect the constitutional limits. Moreover, INEC did not wait for the opening of the Dialogue’s work to start the renewal process of the electoral register in Nord-Ubangi District. According to estimates of the political and administrative authorities, about one million voters are to enlist in three months in this province arose from the dismemberment of the great province of Ecuador. The Chairman of INEC, Cornelius Nangaa, needs a minimum of sixteen months to produce a new electoral register. If he spends three months enlist voters in North Ubangi, while the country has 26 provinces, add to that the fact that the registration period will not happen simultaneously, not to mention the lack of financial resources, absence of an electoral calendar and a time chart showing the different sequences, we would be gone for an eternity. INEC, to her alone, can she afford it while opponents claim the elections within the constitutional deadline? With such a chaotic decor, calls are multiplying Dialogue. Absolutely, there must be a consensus on the best options for constitution of the electoral roll and election ballots to organize first. Things are not as simple as some would believe.

Kodjo seems to fade. And this is indeed the International Support Group, which now takes things in hand. Thursday 4 August, after their meeting, the first of its kind on Congolese soil, this panel of experts from various regional and international organizations began a series of consultation. First, at the headquarters of the African Union in Kinshasa. Then they moved to the eleventh Limete street, petunias, the lair of the lider maximo, to confer with him. Yesterday, the tower went to the group of seven -G7- parties and also the Alliance for the Republic -AR-. Received in turn, these members of the Rally platforms Genval brandished the same requirements as those promoted the day before by Tshisekedi that surrounded the sages of the Opposition Committee.

He has not resigned. But it appears that he agrees to let the initiatives, at least so far, to his support group in the difficult task of facilitating dialogue in the Democratic Republic of Congo.

    Pre G7

At the end of the interview, Charles Mwando, Chairman of the G7, explained the reason for their presence before the Support Group. And later, he returned to the concerns presented. ” In our case, being one of the member groups of the Rally, Thursday, August 4, 2016, in Limete, we are met with the same group and we submitted a memo which contained … concerns ”, a-t- he said. For the G7, he says, there are unavoidable prerequisites including the release of political prisoners, the opening of political space, the cessation of the harassment, the renunciation of making false litigations against opponents etc. ” We discussed the issue of the facilitator and will be considered at their level in a responsible manner ”, ensured further Mwando. About claims that would not find successful, he recalled that the Rally has its strategies. ” You will know at the right time, ” he chanted. Then, he reaffirmed the commitment of the G7 in the elections especially the Presidential accordance with the requirements of the Constitution. As for voter registration in progress, he believes that it does not constitute a prerequisite in order to respect the prescribed constitution for the organization binding election. Enlisting launched by INEC is simply an exercise in goodwill conducted to determine the electoral districts with the current division.

    The AR maintains pressure

The economy of the ideas of this platform was presented by Franck Diongo. Before the national and international press, also reiterated the same prior Rally, among others, the release of prisoners (prisoners) or political opinion, cessation of judicial and other harassment against opponents, processing Support Group in college facilitation committee.

    Status quo

Nothing has really changed. The lines of separation remained fixed. The positions of the Rally, although consulted via its sub platforms remain the same. Calming signs are therefore expected that the dialogue process can ultimately leaving the station. This is, to be honest, the real challenge of the International Support Group.
