Context

The Government of the Democratic Republic of the Congo has obtained from the World Bank an IDA (International Development Association) grant of US $ 79.1 million plus an additional US $ 50 million for the implementation Of the Eastern Stabilization Project for Peace, STEP, which is entrusted to the DRC Social Fund. The closing date of the said Project shall be 30 June 2020.

The objective of the Project is to improve access to socio-economic infrastructure and livelihoods of vulnerable communities in the provinces of South Kivu, North Kivu, Ituri, Tshopo, Bas- Uélé, Haut-Uélé and Tanganyika. .

The Social Fund proposes to use part of the funds for this project to make authorized payments for expenditure related to the implementation of infrastructure sub-projects involving small and medium-sized enterprises (SMEs) in the realization of infrastructures Basic infrastructure and agricultural infrastructure for the provision of the following detailed services:

Aims and Objectives

The purpose of this call for expressions of interest is to identify small and medium-sized construction companies to be included in the repertoire of pre-qualified interveners who will be consulted during the implementation of the project to carry out the infrastructure works Social and economic development in the following sectors: education and training infrastructure, health infrastructure, drinking water and sanitation infrastructure, environmental protection, energy and rural markets, Urban and urban areas, roads, tracks and civil engineering structures.

Profile of candidates

Candidates must meet at least the following criteria:

Be a SME regularly constituted and in good standing administratively with the state (in good standing with the tax and social security);
Have an up-to-date operating license;
Have a stable and reliable organization;
Having the human and technical means to carry out the mission effectively;
Justify at least three (3) years of prior experience in the sectors listed in point II (proof of receipt);
Have a good knowledge of the areas affected by the project.

SMEs or BE who have been terminated by the FSRDC or by any other management body for projects financed by the Government of the Democratic Republic of Congo, the World Bank and / or other donors are excluded a priori Of funds for three years, including those reappearing under another name.

Location and duration of the Project

Benefits will be provided in the province of Tanganyika during the period of implementation of the Project from 2016 to June 2020.

The Social Fund of the DRC invites interested SMEs to express their interest. Potential candidates interested will take care to provide information that they are qualified to perform the services expected according to the required criteria.

Companies will be selected in accordance with the guidelines of the STEP Project Implementation Manuals.

C.V. updated summaries of key personnel;
Annexes: Copies of administrative documents (notarial statutes, commercial register, national identification, INSS affiliation, tax attestation, approval of workshops, proof of completion of work, audit report).
