Welcome to Bandundu Barber Shop where We chat anything Congolese.
Today’s main story:
The Revival Church of Congo (ERC) of the great Bandundu rises to the niche. It vehemently denounced the multiplicity of meetings since independence of the country in 1960, but “without any expected results”. The ERC has expressed itself in a four-page statement that it has just released in the town of Kikwit, the economic city of Kwilu province. “Remember that so many meetings, round tables, peace agreements, conclaves, conferences, consultations and dialogues have succeeded one another in the DRC with no expected results. Even the agreement of the CENCO has shown its limits for the counting of the multiform crisis in the DRC, while peace remains a chimera, freedom a mirage behind which the Congolese people always runs, while insecurity, violence And poverty are increasing at an exponential rate, “the statement said. According to the same document, “the deterioration of social life, the destruction of infrastructure and the production tool, the impoverishment of the Congolese population, the increase in crime, ethnic hatred, the systematic plundering of resources .The destruction of its heritage, public insalubrity, widespread corruption, the DRC’s dependence on the outside world in all its fields despite its potential genius and the quality of its executives trained in the best universities in the country and Abroad as well as the multiplicity of development programs locally conceived by our respectable intellectuals and politicians with the help of bilateral and multilateral partners constitute the consequences of the crisis. Bishop Joël Emmanuel Mwanza Amba, provincial president of the ERC of the great Bandundu, said that it is important that everyone should come back to God so that a good solution can be found for the DRC, because ” DRC is an exceptional country with an exceptional prophetic destiny covering its happiness for the benefit of its people, “he said.
The same document also denounces the killings of the ADF Nalu, the upsurge of the M23 rebellion in North Kivu, the conflicts of the Batwas (Pygmies) against the Bantu in Tanganyika, the Kamuina Nsapu phenomenon in Central Kasaï, the Bundu dia conflict Mayala in Kinshasa and the Central Kongo, of the armed conflicts in Ituri.
In view of this situation, the Grand Bandundu ERC proposes respect for the resolutions reached and the implementation of the CENCO agreements of 31 December 2016, avoiding wordplay in order to maintain the already precarious peace in the DRC despite the major challenges to relieve. “I would like to congratulate the ERC who has taken the courage, like the CENCO and the ECC, to denounce the evils that are plaguing our country. That is democracy. The Congolese people must transcend fear, “says Dieudonné Mpayati, one of the students of the Kikwit Higher Pedagogical Institute. According to him, the ERC must send this statement to the Congolese Government in Kinshasa so that there are long-awaited palpable impacts.
June 30, 2017 at 5:32 pm #27418From age to age, from year to year, men will always be confronted with the reality of the hereafter, that of death. This time, it is the Chinese community living in the Democratic Republic of Congo, especially Madame Melina, a Chinese more than integrated in the country, who will have faced the departure of a close being. He is his brother Hu, who died on May 22, 2017 in Kinshasa. At his funeral organized according to the traditions of his country of origin, the middle empire, Yoko Yakembe Placide whose law firm was busy with his affairs did not miss the appointment. In testimony, the only one who overcame his sentence to say a word, Me Yoko was able to find the words to render vibrant tributes to the one who, for the Yoko Cabinet, was more than a client.
That is to say at 12 o’clock local time, that the setting up really began at the renovated morgue of the General Reference Hospital of Kinshasa. There, eminent members of the Chinese community in the DRC and many personalities of choice have responded. In accordance with the Chinese rite, the mourning was to be held in one day. And it is even at the morgue that the funerary flashes, of course, could be organized. From the time of the laying of the deceased to the catafalque, it is the session of deposit of the wreaths of flowers that began. Master Yoko, Mrs. Shi on behalf of the Sino-Congolese alliance, Mr Vang, Benjamin and others, have therefore succeeded each other in accomplishing this gesture of homage. Then the testimony will come. Yoko Yakembe Placide braved his pain to honor the illustrious disappeared. “His death made us suffer a lot because he was too young to die and too kind to leave forever. Besides being his brother, Fe Hu was the right arm of Madame Melina. I loved him very much because he was honest and sincere, “he testified. “He was courageous and called to succeed. But, unfortunately, he had to come across bad people, crooks. So he lost a lot of money. It would also be necessary for the Chinese community to understand the context in which Melina and her daughter Mutombo now live for whom Hu was a father. The community should support them. We are already assuring them of ours. I extend my condolences to Mr. Hu’s family in China. He died of a natural death following a well-cared male malaria. Farewell dear friend. Good-bye, dear customer, “he concluded.
story
Mr. Hu was born on January 12, 1958 in his native China. Father of family, he came to the Democratic Republic of Congo for business reasons for ages. It was after his recent trip to Bandundu that he began to suffer enormously. On May 22 Mutombo, his nephew, in the absence of his mother, left, as usual, at school in the morning, except that on his return Mutombo would find his uncle in the same position as in his departure. In panic, she will call her mother and then go and get a doctor from the health center next door. It is the latter who will give the verdict. Exceeded by the events, she will then recall her mother who will contact the firm Yoko. Staff members dispatched will see the police and then, at the request of the prosecutor’s office, will bring, finally, the lifeless body of Mr. Hu to the morgue. Rest in peace !
June 30, 2017 at 5:37 pm #27419Growing Urbanization and Environmental Protection in Africa: How Can SAIs Accompany the Sustainable Development of African Cities? ‘. This is the theme that is being developed at the 7th Annual Meeting of the AFROSAI Working Group on Environmental Auditing of the African Organization of Supreme Audit Institutions (AFROSAI WGEA). This meeting, it is said, is of particular importance in terms of the topics to be discussed and the context in which it is taking place. In essence, it offers an opportunity for a training session, led by experts from relevant international organizations in the fields of governance and environmental protection. This work will be held from 3 to 7 July 2017 in Kinshasa.
The meeting aims to bring together representatives of the Supreme Audit Institutions (SAIs), international organizations, academics and experts to discuss environmental issues and environmental auditing. For this year, about fifty participants are expected. They will come from Africa, Europe, Asia and America for reflections and exchanges aimed at strengthening SAIs’ capacity to act and to encourage the effective use of their mandates in the Environment and natural resources. For all the Supreme Audit Institutions of Africa, this Annual Meeting provides an opportunity to strengthen the capacity of technical staff in environmental auditing. These capacities will enable SAIs to accompany the efforts of the Government towards economic development and the emergence of their respective countries, while respecting the requirements of preserving the environment for present and future generations. They can also draw inspiration from the exchanges to initiate a strategy of accompanying governments in the implementation of the Sustainable Development Objectives.
Why in the DRC?
For the year 2017, the Court of Audit of the DRC, headed by Erneste IZEMENGIA, was appointed to host this annual Mass, during the 6th meeting held in Nigeria, from 12 to 17 September 2016, Was marked by the personal involvement of the President of the Senate of Nigeria as personal representative of Muhamadu BUHARI, President of the Federal Republic of Nigeria.
targets
The public concerned by these conferences consists essentially of Chiefs and senior officials of the Supreme Audit Institutions of Africa (Audit Court, General Audit Offices, State Inspectorates of State, etc.), experts in the field of public finance, Audit and, in particular, environmental auditing.Context
As regards the context, it should be noted that 2017 is the first year of implementation of the new 2030 global agenda, centered mainly on environmental issues, through the implementation of the Sustainable Development Goals, for which the SAIs are strongly challenged as part of their environmental auditing activities.
Thus, the entry into force of the Paris Convention on Climate, previously adopted at COP21, allows for the setting of guidelines and targets to reduce the negative effects of climate change, particularly in African cities. As such, discussions on the optimal contribution of SAIs will continue during these meetings in Kinshasa. In addition to the main theme, participants will also continue their reflections on the cooperative audit of forest management in the Congo Basin, to which Cameroon will contribute strongly alongside the SAIs of Burundi, Gabon, Congo and DR. Congo, Central African Republic and Chad, all members of the Central African Forestry Commission (COMIFAC). The adoption of a new Work Plan, a strategy paper to guide the activities of this Working Group for the period 2017-2020, is also on the agenda.
Quid of AFROSAI WGEA
AFROSAI WGEA is the continental African grouping of the INTOSAI Working Group on Environmental Auditing (INTOSAI WGEA). The aim of this working group is to involve the Supreme Audit Institutions in solving environmental problems in the world and to promote the practice of environmental auditing.
June 30, 2017 at 5:42 pm #27420The weekly conference of the United Nations Security and Peacemaking Mission in Congo-DRC was held on Wednesday, June 28, 2017, at its Headquarters in the commune of La Gombe. Théophane Kinda, the moderator of the day, said that Monusco had no comments to make in relation to the last declaration of the Catholic prelates who demanded the holding of the ballots before the end of the current year. According to him, the important thing is to refer to the commitments made by the politicians in the roadmap which they initialed after bitter discussions at the interdiocesan center. The agreement was supported by Resolution 2348 of the UN Security Council. Further on, the deputy spokesman said that Monusco supports the Independent National Electoral Commission, but it can never substitute itself for this structure in order to publish the electoral calendar within the prescribed time-limit in order to convene The electorate, or even respect the spirit of the New Year’s Eve agreement.
Two logics
Yes, more than 6 months to reach the deadline for the organization of elections in the Democratic Republic of the Congo. Will they actually be held? This is the question that divides opinion within the political microcosm. There are, in fact, two camps that are clearly antipodes. These are, on the one hand, the Presidential Majority and the Rallying of the political and social forces acquired in the Change. Supported by a group of opponents who signed the agreements of 18 October and 31 December 2016, the MP rejects the hypothesis of holding elections without the provinces of Kasai and North Kivu, which are now plunging into insecurity. The presidential mobility prevails on the issue of inclusiveness, insecurity, the financing of elections by the country’s own funds, the absence of the calendar and the electoral register.
On the other hand, these arguments are rejected by the other side, namely: the opposition in its hardest wing and which in one way or another receives the contribution of the Catholic prelates. Vital Kamerhe comes to expand the list.
Still the Kasai
After a tour of the Kasai, Tanganyika, Ecuador and North Kivu by Alexis Bonté, Acting Director of the United Nations Fund for Agriculture and Fisheries, FAO, and Claude Jubidar, representative of the World Food Program ), The field experience seems disappointing in particular, in the Kasai. They noticed the destruction of houses, market gardens, and especially the displacements of nearly 2 million people. The constant of Mr. Alexis Bonté is that one child in 10 smiled when shooting the picture. According to him, children generally smile once they are in front of a camera. The case of those in Kasai reveals how much they have a psychological problem that really needs support from all actors, all trends combined. This, in fear that these miners grow up with stressful memories. “They left at a distance of 100 km on foot to move from one country to another. We saw children wounded with machetes. We need psychological assistance, “he said.
For Claude Jubidar, it is more than urgent that the funds be combined to put an end to this escalation of the crisis.
July 3, 2017 at 10:40 am #27444Already, after the 48-hour ultimatum issued to stakeholders, on 12 May 2017, Felix Tshisekedi’s Rally rejected the offer. In Kasa-Vubu, Joseph Olenghankoy, behind his wing of the Rally, would obviously have no reason to miss the opportunity to strike the head of the CNSA. At the Front for the Respect of the Constitution, Eve Bazaïba and Fidèle Babala, two faithful of Bemba Gombo, were also engaged in the race. Kamerhe, still Vital, swore only on the conquest of the Presidency of the CNSA, on behalf of the Opposition signatory to the Agreement of 18 October, concluded At the Cité of the African Union, under the aegis of Kodjo, the former Prime Minister of Togo designated as a Facilitator by the AU and supported by an International Dialogue Support Group. A candidate to rank in the ranks of the Outsiders, in the person of Odette Babandoa Etoa, had also signaled to compete with anyone who would be interested in the battle of succession to Etienne Tshisekedi wa Mulumba in this The CNSA.
Today at 12 noon, all candidates delegated to the CNSA are expected at the People’s Palace. Minaku and Kengo, the Presidents of two Houses of Parliament who, on 27 April, had officially signed the signing ceremony of a Particular Arrangement, strongly criticized by the Bishops and challenged at the Rassemblement de Limete.
This time, the President of the Republic, Joseph Kabila Kabange, entrusted them with the task of co-chairing the very first meeting of the National Council of Follow-up of the Agreement. It will be the first of its kind since the Interdiocesan Center, the parties to the direct discussions, held from December 8, 2016 to March 27, 2017, laid the foundation for a consensus on co-management of the transition and Political clearance measures for free, transparent, democratic and peaceful elections set for the end of December 2017.
What is it about ?
In principle, it could be a validation meeting of the mandates during this meeting. Then we will certainly move on to the phase of the establishment of the Provisional Bureau, in accordance with the options that were lifted and recorded in the New Year’s Eve Agreement.
Missions
The tasks assigned to the CNSA are known. One of the most important is the assessment of the electoral process. And, on that score, the agreement of 31 December 2016 provided that the CENI, the government and the CNSA should be at the same table, to evaluate the electoral process and, if necessary, draw new perspectives In terms of dates and deadlines.
Now, as the days go by, the process moves inexorably towards the last six months of this one-year extension (12 months) given to stakeholders for the peaceful elections.
However, to date, in the absence of the revision of the electoral law and the essential laws, including the distribution of seats, in the absence of the electoral calendar and the electoral register, how will the body be convened Election, at the end of October 2017? How will the end of 2017 be managed if the elections are not organized? Is this why we now want to set up the CNSA, although the relevant law, which nevertheless requires that an extraordinary session be convened, has not even been prepared, examined or adopted?
Come back
Normally, Etienne Tshisekedi wa Mulumba, nominated intuitu personae, should have presided over the destiny of the CNSA, this important institution of support for democracy, since January 26, 2017, had it not been for the Pulmonary embolism which, contrary to all expectations and in spite of all the efforts of the doctors and the prayers of its followers, have succeeded in winning the 1st February 2017 at 5:22 pm at the Clinique Sainte Elisabeth in Brussels, Belgium.
Moreover, until today, since it has not yet been buried, the date of the repatriation of his body comes so much of a mystery that before the imbroglio, his biological and political family, would be tempted, Once again, to fix a new date unilaterally. The place of burial and exposure no longer poses a problem, according to one of those who had been speaking with the Congolese authorities on this subject.
